The Italian Agency for Development Cooperation (AICS) Office in Addis Abeba is pleased to launch a Call for Expression of Interest (EoI) for the identification of eligible and qualified service providers to support the implementation of the financial inclusion component under the EU-funded project “Sustainable Support to Persons Displaced by Conflict and Natural Disasters and their Host Communities in Afar Region of Ethiopia”.
This initiative falls within the broader EU-IM3 (Forced Displacement) Programme and aims to enhance access to livelihoods, financial support and economic opportunities for internally displaced persons (IDPs), returnees and host communities in selected districts of Afar Region — with a particular focus on women, youth and marginalized groups.
Objectives of the EoI
Through this Expression of Interest, AICS intends to create a list of pre-qualified service providers with the technical and professional capacity to implement the following key activities:

Assess the financial behaviours and needs of the local population, including formal and informal financial access modalities.

Identify culturally acceptable and feasible financial solutions, including Sharia-compliant options.

Design and implement financial literacy programs and tailored financial services.

Set up mechanisms to facilitate funding for individuals, cooperatives, and micro/small enterprises.

Support business planning, counselling, and supervision of the disbursement and proper use of funds.
This action contributes to the achievement of Outcome 1 and Output 1.2 of the project, by promoting sustainable financial inclusion and economic empowerment of the target communities.
Who can apply
The call is open to legal entities established in EU Member States or in countries eligible under the applicable EU regulations. Applicants must meet specific economic, technical, and professional capacity requirements, as detailed in the EoI document.
